The US has no real alternative to the present Iran nuclear deal

UN to Iran: Military sites must be monitored

The Obama administration did hope that the JCPOA could build trust to enable the US and Iran to potentially resolve issues outside of the nuclear sphere, but such hopes rested on engagement outside of the contours of the JCPOA.

USA efforts to wring a favorable IAEA report failed when on August 30 the United Nations nuclear watchdog released its most recent quarterly report confirming for the seventh time that Iran is committed to limits on its nuclear program under the July 2105 nuclear agreement.

She said she did not know what Trump plans to do next month when he is due to certify to Congress whether Tehran is complying with the agreement. "This is critically important, and nearly completely overlooked", U.S. Ambassador to the United Nations Nikki Haley said.

Ms. Haley's comments came on a day when Mr. Trump was looking for support from world leaders for the most severe sanctions against North Korea that the United States has ever considered: a cutoff of oil flowing into the country.

Ideally, Trump would use the threat of new sanctions to corral Iran back to the bargaining table to improve the existing deal (e.g., end the sunset provision, enhance inspections).

"We must consider not only the technical violations but also (Iran's) violation of 2231 and its long history of aggression", Haley declared. Under pressure from both sides, the administration has been exploring possible halfway options, such as declaring Iran in violation but leaving its relief from nuclear sanctions in place at least temporarily. The law provides an expedited process for Congress to re-impose sanctions.

"If the president finds that he can not in good faith certify Iranian compliance, he would initiate a process whereby we move beyond narrow technicalities and look at the big picture", she said. "This is about what is in our national security interests".

Jonathan Finer, who served as chief of staff to John Kerry, the former secretary of state, said that Ms. Haley's speech "sounded like a pretext for deliberately unraveling the deal, without offering a serious alternative or explaining how they would deal with the consequences".

But the IAEA's right to inspect military sites is sharply constricted under the deal. "The previous administration set up the deal in a way that denied us that honest and serious debate".

The speech is worth reading in full if only for the historical accounting of the Iranian regime's behavior, its nuclear program and its support for terrorist organizations such as Hezbollah.

"Judging any global agreement ends and begins with the nature of regime that signs it", Haley said.

In a letter to the United Nations secretary-general dated August 28, Iran expressed its concern over new unilateral sanctions the USA has imposed. -Iranian relationship. Though she never stated it so bluntly, Haley's remarks amount to an argument that these broader issues are worth jettisoning even a successful nonproliferation agreement that is preventing an Iranian nuclear weapon.

She said the judgment Trump will make next month will therefore be based not simply on whether Iran has met its specific obligations under the JCPOA.

There were several flat-out mistakes in Haley's remarks, noted former member of the United States nuclear negotiating team Richard Nephew, who went to the trouble of cataloguing them.
