TransCanada Ends Two Pipeline Projects, Citing 'Changed Circumstances'

The premiers of Alberta and New Brunswick expressed disappointment over the decision, while the Opposition Conservatives blasted Prime Minister Justin Trudeau's Liberal government for "disastrous" energy policies that they blame for lost jobs and investment.

June 16, 2016: The National Energy Board says it has officially started the clock on its review of Energy East.

If approved, the $15.7-billion Energy East project would have have shipped up to 1.1 million barrels of oil per day, over 4,500 kilometres of pipeline between the Prairies and North Dakota to refineries and marine ports in Quebec and New Brunswick. It says it will for the first time consider the public interest impact of upstream and downstream GHG emissions from potential increased production and consumption of oil resulting from the project.

As Energy East supporters lamented the loss of jobs and revenue, Indigenous opponents, environmental activists and a number of Quebec politicians celebrated.

Energy East-which potentially would have put the drinking water for over five million Canadians at risk-was also considered controversial by numerous towns, municipalities and First Nations running along its proposed route.

Environmental groups welcomed the decision to scrap a pipeline they said was at odds with Canada's commitment to reducing greenhouse gas emissions.

Russ Girling, executive director of the Calgary-based company, said in a statement that he will report to the National Energy Board that TransCanada will not proceed with the requests.

REGINA-The premiers of Alberta and Saskatchewan say Energy East would have been a nation-building project and that TransCanada's decision to cancel the pipeline is a bad day for the West.

New polling released by Abacus Data in September indicates a majority of Canadians (59 per cent) are growing "more anxious about climate change and it is changing my view of how long we should use oil".

"Today is a great day for the climate and the hundreds of thousands of Canadians who stood up to Energy East and its risks to our land, water and communities", Andrea Harden-Donahue with the Council of Canadians said in a press release.

July 31, 2015: TransCanada warns the $12-billion price tag for its Energy East pipeline project is expected to grow. "Nothing has changed in the government's decision-making process". "Realizing that Energy East would never be allowed if its full climate impact was accounted for, TransCanada has walked away from the project", he said.

August 30, 2016: All future National Energy Board hearings into TransCanada's Energy East pipeline project are suspended until the board rules on motions demanding two of three panel members resign.

That's because the business case to build the pipeline has always been looking less than clear, he noted.

Since Keystone XL was proposed, oil prices have plummeted. "But our governments must also step up to ensure that our transition off of fossil fuels to the safe and renewable energy future is just and managed".
