As Pruitt Abandons Climate Progress at EPA, RGGI Moves Ahead

President Trump's environmental chief announced Monday he'll undo former President Obama's initiative to reduce emissions by power plants.

But according to U.S. media, a leaked draft of the repeal proposal disputes the health benefits touted by the previous administration. In fact, with emissions falling to 79.2 million tons in 2016, the RGGI states have already achieved their Clean Power Plan targets - 14 years early - and their new commitment to a regional carbon pollution limit of 54.7 million tons in 2030 is almost a third lower than what the Clean Power Plan would require.

Some experts say weakening the Clean Power Plan will not change the fortunes of the coal industry, which has lost significant share of US power generation to cheap, abundant USA natural gas.

Environmental Protection Agency Administrator Scott Pruitt said Monday in Kentucky that he plans to sign a proposed rule tomorrow repealing the plan, which aimed to restrict greenhouse gas emissions from coal-fired power plants, according to the Associated Press.

Jamie Henn, 350.org's co-founder, reminded his Twitter followers of research that has shown the Clean Power Plan to be a life-saving law, preventing more than 1,000 heart attacks and illnesses per year by limiting air pollution. The rule dictated specific emission targets for states based on power-plant emissions and gave officials broad latitude to decide how to achieve reductions.

Trump, Pruitt and Energy Secretary Rick Perry deny the consensus among climate scientists that carbon dioxide emissions from human activity are the primary cause of global warming.

As Axios reported, the EPA may open a public comment period asking Americans about a potential new rule to limit carbon emissions-a move that would delay "any action toward a carbon rule by several months if not a year or more".

Former EPA Administrator Gina McCarthy called plans to repeal the Clean Power Act without a proper plan to tackle carbon pollution, not a "step forward" but a "wholesale retreat from EPA's legal, scientific and moral obligation to address the threats of climate change".

Trump has voiced doubts about the science of climate change and has blamed Obama's efforts to reduce carbon emissions for hurting the coal mining and oil drilling industries.

Meanwhile, EPA is also expected to soon provide an update on its plans to a federal appeals court, where judges have agreed to temporarily halt legal proceedings over the Obama rule. They just would cost more.

If the Clean Power Plan is repealed, we'll take the EPA to court.

The new plan will save an estimated 240 million tons of annual coal production and safeguard more than 27,000 mining jobs and nearly 100,000 additional jobs throughout the supply chain, he said.

The EPA will leave the door open in its repeal to replacing the rule with a much weaker version, but will not commit to doing so.

CNN obtained a copy of the leaked proposal to repeal the milestone Clean Power Plan, the outcome of President Donald Trump's executive orders calling for the review of the plan and questions the legality of the original rule.

Though limited to its participating states, the latest RGGI agreement will go further than the Clean Power Plan in this region.
