North Korea's launch of an intercontinental ballistic missile that some observers believe could reach Washington and the entire east coast of the United States "brings us closer" to a war, USA ambassador Nikki Haley has warned.

The isolationist state recently tested a new intercontinental ballistic missile that, it claimed, could reach anywhere on the USA mainland.

In comparison with the other ICBM launches from North Korea, the response from President Donald Trump to the most recent one has been muted, and perhaps for good reason.

Washington urged tough action at an emergency meeting of the United Nations security council held on Wednesday to respond to North Korea's launch of an intercontinental ballistic missile (ICBM).

During a speech in St. Charles, Mo., on November 29, President Trump referred to North Korean leader Kim Jong Un as "Little Rocket Man" and "sick puppy".

Russian Foreign Minister Sergei Lavrov said Washington's approach was dangerously provocative.

"The dictator of North Korea made a decision yesterday that brings us closer to war, not farther from it", she said.

At the end of November the U.S. unveiled fresh sanctions against the North, which it said were created to stop its funding of nuclear and ballistic missile programmes. "President Trump called President Xi this morning and told him that we've come to the point where China must cut off the oil for North Korea".

As Paul Bracken, a professor of political science at Yale, told Business Insider, Trump has "been reasonably effective" in isolating North Korea and rallying support for sanctions internationally. We do think they could do more with the oil.

Ms Haley, speaking at an emergency meeting of the United Nations Security Council, also said that if war comes as a result of further acts of "aggression", such as Tuesday's launch, "make no mistake the North Korean regime will be utterly destroyed".

While Trump has been bellicose at times in rhetoric toward North Korea, Tillerson has persistently held out hopes for a return to dialogue if North Korea shows it is willing to give up its nuclear weapons program.

The US has repeatedly said that it will not accept North Korea as a nuclear power and that it will consider military intervention to stop it.

North Korea has tested dozens of ballistic missiles under Kim's leadership and conducted its sixth and largest nuclear bomb test in September.

Russian Foreign Minister Sergey Lavrov said on Friday that a U.S. threat to destroy North Korea in the event of a war was "a bloodthirsty tirade" and military action against Pyongyang would be a big mistake.

Mr Xi said China would like to keep up communications with the U.S. and all other related parties and "jointly push the nuclear issue toward the direction of peaceful settlement via dialogues and negotiations", according to Xinhua.
