Mr. Moore's lawsuit was certainly late in coming: His lawyers filed the complaint at 10:33 p.m. on Wednesday, and his campaign announced it less than an hour later. Jones said he will be an "independent voice" in the Senate and will strive for "common ground with my colleagues on both sides of the aisle".

But the certification went on as planned on Thursday, with Merrill, Alabama Gov. Kay Ivey and state Attorney General Steve Marshall - all Republicans - signing off on the proceedings.

Republican Roy Moore, who lost, is claiming that voter fraud played a massive role in his opponent, Democrat Doug Jones, pulling off an upset victory. Moore, 651,972, 48.3 percent and write-ins, 22,852, or 1.7 percent.

Moore, a Republican, is an anti-LGBT, religious right extremist who was twice removed as chief justice of the Alabama Supreme Court - the first time for refusing to take down a Ten Commandments monument from the state courthouse, the second time for trying to block marriage equality in the state.

In his own statement after the results were certified, Moore repeated his charge that the election was "fraudulent".

Jones defeated Republican Roy Moore by about 22,000 votes on December 12 and became the first Democratic Senate victory in a quarter-century in Alabama.

The allegations, first reported by the Post, may have been what cost Moore the election.

But the Moore campaign launched a last-minute court battle to stop state officials from certifying Jones as the victor, saying it should be delayed until a "thorough investigation of potential election fraud", according to his press release.

A spokesman for Jones earlier called Moore's action a "desperate attempt.to subvert the will of the people". The complaint cites conspiracy theorist Richard Charnin as an election expert who said that the chances of the unofficial election results being accurate were "less than one in 15 billion".

Moore's attorney wrote in the wide-ranging complaint that he believed there were irregularities during the election, including that voters may have been brought in from other states.

Moore's complaint also alleged "anomalous" higher voter turnout in Jefferson County, in which census data shows 43% of the population is black.

Rick Hasen, an election law expert and professor at the University of California, Irvine, said Moore's complaint did not raise the sort of issues that lead courts to overturn an election.

He will fill the Senate seat vacated by Jeff Sessions when Sessions became US attorney general in the Donald Trump administration early this year.

Moore repeatedly denied the allegations made against him.
