"Minister of National Defense Song Young-moo and US Secretary of Defense James Mattis held defense minister talks on January 26 at the US Pacific Command in Honolulu, Hawaii, and reaffirmed the solidity of the South Korea-US alliance and its mission of defending the Republic of Korea and maintaining peace and stability on the Korean Peninsula", the South Korean Ministry of National Defense said on January 27.

The U.S. did not take part in recent talks between North Korea and South Korea that have centered on participation in the upcoming Winter Olympics in February, but U.S. officials insisted that the two sides would not negotiate any details of the north's nuclear program without the U.S. present.

In its own press release after the meeting, the South Korean Ministry of National Defense said the two ministers had "shared the opinion that we must continue to strengthen combined South Korea and United States capabilities to deter and defend against North Korea's threats".

U.N. Security Council Resolution 2397 caps North Korea's imports of refined petroleum at 500,000 barrels a year.

Any North Korean attack would be "severely rebuffed", Mattis added.

He renewed that message as he met South Korean Minister of Defence Song Young-moo at the U.S. Pacific Command headquarters in Hawaii.

"I think it is skeptical that North Korea would actually use its nuclear weapon against the US and South Korea", the minister said, responding to questions following his keynote speech at the Fullerton Forum hosted by the International Institute for Strategic Studies.

The agreement to form the unified team marked the first official talks between North and South Korea in two years.

The sentiment was echoed by John Merrill, visiting scholar at Johns Hopkins University's School of Advanced International Studies. "The problem is how can you maintain this momentum going forward", Merrill said. "There are actually two sets of games, and the momentum needs to be sustained and increased".

The remarks come amid a relative ease in the months-long tensions over North Korea's weapons and nuclear activities.

South Korea had asked the North to provide the power to hold the concert, according to the government official.

Pyongyang has also continued to advance its ballistic missile program, in hopes of being able to threaten the United States.

Kang said she was positive the United States, her country's main ally in the standoff with North Korea, would obtain South Korea's approval before any military action on the issue.

Lee is the widow of former South Korean President and Nobel Peace Prize victor Kim Dae-jung, who is remembered for his rapprochement policies with the North that led to a historic summit with late North Korean leader Kim Jong Il in 2000.
