'US actions a threat to Korean ties'

The sweeping review of US nuclear policy does not call for any net increase in strategic nuclear weapons _ a position that stands in contrast to President Donald Trump's statement, in a tweet shortly before he took office, that the U.S.

Strategic stability has no clear single definition, but for decades American military and security experts have defined it as a state where neither the USA nor Russian Federation sees an advantage in using nuclear weapons first against the other. The report also stated that Russian Federation has over 2,000 "non-strategic" nuclear weapons, including missiles, "gravity bombs", anti-ship and anti-submarine torpedoes.

The US will adopt a more aggressive nuclear posture, contemplating strikes in response to non-nuclear threats and deploying new "low-yield" devices after a government review that detractors say will raise the risk of nuclear war, Financial Times reported.

Mount said that the review's outline for low-yield nuclear weapons "relies on the assumption that Russian Federation would invade North Atlantic Treaty Organisation allies, and glosses over important arguments about where and why these weapons would ever be necessary".

"What we're trying to do is ensure that our diplomats and our negotiators are in a position to be listened to when we say we want to go forward on nonproliferation and arms control", Defense Secretary Jim Mattis told reporters ahead of the review's release Friday.

It says Russian Federation must be persuaded that it would face "unacceptably dire costs" if it were to threaten even a limited nuclear attack in Europe.

While the previous review, in former President Barack Obama's first term, had called for a modernisation of the United States nuclear capability, the more aggressive stance stands at odds with Mr Obama's administration and fits Mr Trump's "peace through strength" world view.

Arms control groups have responded with alarm to the review, claiming that it will blur the lines between nuclear and conventional warfare.

On Friday, the Pentagon issued a policy statement, known as Nuclear Posture Review (NPR), focusing on development and deployment of smaller atomic bombs, according to local media.

However, while deterrence calls for having appropriate responses to the full spectrum of nuclear attacks, no one knows if a nuclear war could actually be contained to low-yield weapons, he said.

On the campaign trail and as president, Donald Trump has vowed to build up the US nuclear arsenal and has occasionally spoken flippantly about nuclear warfare.

U.S. Ambassador to the U.N. Nikki Haley said the NPR will allow the U.S.to remain "flexible and well-prepared for the unique threats we face today". It also criticized the practice of the North Atlantic Treaty Organisation "joint nuclear missions" that allow non-nuclear weapon member states of the Alliance to take part in planning and training in the use of nuclear weapons.

First, it would modify "a small number" of existing long-range ballistic missiles carried by Trident strategic submarines to fit them with smaller-yield nuclear warheads. He said the missile would be fielded "in the near term", but he refused to be more specific.

The US also plans to modernize its nuclear arsenal by developing new, low-power nuclear munitions.

The report was the first public mention that Russian Federation is developing a new "intercontinental, nuclear-armed, nuclear-powered, undersea autonomous torpedo".
