The Man Who Sent The False Hawaii Missile Alert Said He's Not To Blame

A former Hawaii state worker who sent a false missile alert last month said on Friday he was devastated about causing panic but had been "100% sure" at the time that the attack was real. Reporter: But it took almost 40 minutes for the alert to be retracted.

The man in his 50s spoke to reporters on the condition that he not be identified because he fears for his safety after receiving threats.

In its report, released onTuesday, the state said the drill on January 13 started as previous ones had.

HI-EMA's investigation states the drill alert was called in to employees at 8:06 a.m. that Saturday and the words "exercise exercise exercise" were announced "loud and clear" over the telephone speaker. "I was convinced it was real".

"I feel very badly for what's happened, the panic and stress people felt and all the hurt and pain", the employee said. I felt bad. We all did our best to try to remedy the situation. It was just a body blow for me.

The worker, who was sacked from his job at the Hawaii Emergency Management Agency following the false alarm, said, "It was incredibly hard for me, very emotional" and he "just wanted to crawl under a rock".

Earlier the Federal Communications Commission investigation said no cooperation is being received from the employee of Hawaii Emergency Management Agency. His superiors said they knew for years he had problems performing his job.

'There was no requirement in place for a warning officer to double check with a colleague or get sign off from a supervisor before sending such an alert, ' the report said.

His supervisors counselled him but kept him for a decade in a position that had to be renewed each year.

He's says the system there has problems including lack of training for employees over missile notification drills - problems with equipment as well as poorly followed procedures.

"When the phone call came in, someone picked up the receiver instead of hitting speakerphone so that everyone could hear the message", he said.

"I thought 100 percent it was real", said the former employee, who said he had been involved in about five prior missile drills.

"And I didn't hear exercise at all".

The man questioned the validity of those reports from the state and FCC. It was a sense of urgency to put it in place as soon as possible.

A second emergency management employee had to step in to send the cancellation alert after the first employee "froze", officials said.

The fired employee insisted he's being scapegoated by Hawaiian officials and he is considering legal action against The Aloha State. The state did not name him. "I think the military should handle that, but the point is - no, we weren't ready and we could have been trained more".

According to federal officials, he has refused to co-operate with investigators beyond submitting a written statement.
