Authorities don't believe an Arizona man committed a federal crime or had any involvement or knowledge of the planned attack when he sold ammunition to the gunman in the deadliest mass shooting in modern USA history, a law enforcement official said Wednesday.

A criminal complaint filed in federal court in Phoenix said Haig didn't have a license to manufacture armor-piercing ammunition.

Douglas Haig, who previously admitted to selling tracer rounds to the shooter, was arrested Friday after it was revealed that his fingerprints were on two unfired and illegally made armor-piercing bullets found in the shooter's hotel room.

Mr Haig said he didn't believe Paddock had used the ammunition he had supplied, which were tracer bullets that leave a fiery trail behind them.

At a news conference Friday at his lawyer's office, Haig also said Paddock demonstrated no unusual behavior when he came to Haig's home in Mesa to purchase approximately 720 rounds of tracer ammunition.

"At no time did I see anything suspicious or odd or any kind of a tell", Haig told reporters.

From the complaint: "Significantly, forensic analysis determined that the two unfired armor piercing cartridges from Paddock's Mandalay Bay hotel room (bearing Douglas Haig's fingerprints) had toolmarks consistent with the reloading equipment recovered in Haig's backyard workshop during the October 19, 2017 search".

The AP reported the 55-year-old said Paddock told him that "he was going to go out to the desert to put on a light show, either with or for his friends".

This evening, Haig, in shackles, appeared in federal court with Victor by his side on the single charge listed in the complaint, according to local ABC affiliate KNXV.

Las Vegas police officials told CNN the department couldn't comment on Haig or any names, and referred questions to federal authorities.

"Revulsion", Haig said of his reaction.

Haig then put the ammunition in the box later found in Paddock's room.

He told investigators that when Paddock bought the ammunition at his home in suburban Phoenix, Paddock went to his vehicle to get gloves and put them on before taking the box from Mr Haig, the complaint said.

"No. I don't think it's me at all", Haig said. Had he used it, Howard said, even relatively low-quality cellphone video would have shown the very bright projectile trajectory.

"He said that he was going to go out and shoot it at night with friends", Haig said. That was their only transaction, he said.

Haig remarked Paddock at the time being well dressed, polite, and that the "customer" hadn't raised any suspicions. "I had no way to see into his mind".

Haig said he was at a loss to explain why Paddock did it.
