China said it "firmly" opposed the Pentagon's nuclear policy review.

China "always abides by the principle of no first use of nuclear weapons under any circumstances", Ren said, and will "unconditionally not use or threaten to use nuclear weapons against non-nuclear weapon states".

Officials say the addition of low-yield weapons will counter Russia's perceived belief that it could use its own low-yield weapons against the United States in a limited "first-use" basis that would provide an advantage to Moscow in a low-level conflict without causing US nuclear retaliation.

Ministry spokesman Ren Guoqiang said the U.S. should "correctly understand China's strategic intent and see China's national defence and military build-up in an objective way", China's state news agency Xinhua reports.

The U.S. government says it has been in compliance since August and expects Moscow to comply by the deadline, which is Monday.

The document released on Friday by the Pentagon, known as the Nuclear Posture Review (NPR), argues that developing smaller nuclear weapons would challenge that assumption.

China has urged the United States to drop its "Cold War mentality" and not misread China's military build-up, after Washington published a document last Friday outlining plans to expand its nuclear capabilities to deter others.

Low-yield nuclear weapons, while still devastating, have a strength of less than 20 kilotons.

Although the review largely focuses on Russian Federation, several sections are dedicated to the lack of transparency in China's nuclear build-up.

Russia's foreign minister called the move "confrontational" and expressed "deep disappointment".

"We hope the USA side will discard its "cold-war mentality", shoulder its own special and primary responsibility for nuclear disarmament, understand correctly China's strategic intentions and take a fair view on China's national defence and military development", he said.

He said the United States is playing up the threat of its nuclear strength.

In the United States review of nuclear policy released on Friday, the first one since 2010, the Pentagon said China had pursued new nuclear capabilities and challenged USA interests in the Western Pacific.

The Pentagon said last week that the planned tactical warhead for some ballistic missiles and the reintroduction of a nuclear-tipped cruise missile would help to deter a limited nuclear strike. The 74-page report, the Pentagon's first since 2010, cast China as "a major challenge to USA interests in Asia".
