Weaver said the most hard task for those working on the review was trying to address the gap between Russian and American non-strategic nuclear weapons.

"The truth is that nuclear weapons can not be used in compliance with that law, above all because their massive indiscriminate effects make it impossible to distinguish between military targets and civilian populations and infrastructure", he noted.

The strategy says relatively little about arms control.

The defence ministry in Beijing said Washington had played up the threat of China's nuclear threat, adding that its own policy was defensive in nature. "And it raises the risks of nuclear war".

Russian Federation acknowledged the USA position on meeting the targets, but voiced concern about the US reconfiguring some submarines and bombers to carry conventional weapons.

Rick Wayman, Director of Programs at the Nuclear Age Peace Foundation, stated: "The review does not contain a single reference to Article VI of the UN Treaty on the Non-Proliferation of Nuclear Weapons, which obligates the USA and the other nuclear-armed nations signatories to the treaty to negotiate in good faith for nuclear disarmament".

But because of North Korea's boasting that its nuclear warheads can now reach any city on the United States mainland, President Trump has ordered a second look at the USA nuclear program.

According to the Federation of American Scientists, Russia has about 4,300 nuclear warheads compared with 4,000 with the USA, 300 with France, 270 with China and 215 with United Kingdom - all five permanent members of the UN Security Council. Russia, Iran, and China have strongly criticized Washington's newly revealed policy plan to expand US nuclear weapons capabilities in order to deter other countries.

The Strategic Arms Reduction Treaty (New START) signed in 2010 requires the United States and Russian Federation to have reduced the number of their deployed nuclear warheads to 1,550 each by February 5, 2018.
