House leaders hustled to move before federal employees were due back at work, hoping to minimize the disruption.

House Democratic leaders opposed the measure - arguing it should resolve the plight of Dreamers - but not with all their might.

Trump was referring to a provision in the bill that increases spending limits for the next two years and raises the federal debt ceiling until March 2019.

Sen. Rand Paul did not share the urgency.

The bill also included a one-time emergency influx of about $90 billion to help with ongoing recovery efforts for the hurricanes and wildfires that have hit the U.S.in recent months.

He said he hoped his stand would teach conservatives "to not accept just anything because it comes from a GOP Congress".

Senate GOP leaders, however, were clearly irked by the debacle. He called the proposal "irresponsible... collusion... a pay-off".

On the other hand, the Senate might respond with a long-awaited spending pact to give whopping increases to the Pentagon and domestic programs.

House Minority Leader Nancy Pelosi says she will vote against it. But I have an unease with it and hope that the Speaker will man up and decide that we in the House can also have what Mitch McConnell guaranteed in the Senate: "a vote on the floor [on immigration]", Pelosi said.

Rep. Mark Meadows, R-N.C., chairman of the ultra-conservative House Freedom Caucus, said the domestic spending increases were too much for him and other conservatives to stomach. He called that decision plus opposition by many Republicans "inhumane and indecent". Rand Paul, R-Ky., delayed consideration of the bipartisan budget package in that chamber past midnight.

Pelosi continued to press Ryan for a promise to bring an immigration measure sponsored by Reps. The Democrats also want to make the immigrants eligible for citizenship or permanent residence.

The almost $400 billion deal does not include Trump's $25 billion request for a wall on the southern US border, though "it also doesn't rule out" the financing, a top Republican Senate aide told Newsmax.

In exchange, the president would expect funding for a border wall, cuts to chain migration, the elimination of the visa lottery program, and enhanced border security.

"Republican majorities in the House and Senate have turned the process into an embarrassing spectacle, running from one crisis directly into the next", said Democratic Representative Nita Lowey prior to the House vote.

Just three weeks ago, Senate Democrats sparked a three-day partial government shutdown by staging a filibuster on a spending bill, seeking relief for "Dreamer" immigrants who've lived in the country illegally since they were children.

The rebellion that simmered among Republicans and Democrats over the budget agreement boiled over when a determined Paul brought the Senate's work to a halt.

His chief of staff said the the president was unlikely to extend the deadline for dreamers. "Both parties", he said. "I feel very good about Republicans", he said.

Members of the House were warned they might need to vote on the measure the Senate passed between 4 a.m. and 6 a.m Friday, and, as the hours dragged on, procedural concerns meant a House vote mid-morning Friday appeared possible. Sadly, we needed some Dem votes for passage. Some congressional negotiators also wanted to include a hike in the debt limit, which the USA is expected to hit next month, though the exact parameters were still being negotiated when the deal was announced.
