After law enforcement in Charleston put out several bulletins of the missing toddler, on February 14, Police Chief Rick Oliver, in Riverside, Alabama, received a call regarding a suspicious vehicle parked near railroad tracks.

Riverside, Alabama Mayor Rusty Jessup confirmed to News19 Heidi Renae Todd of Charleston was found late Wednesday afternoon in his city, which is just off Interstate 20 about 40 miles from Birmingham. Evans reportedly asked Oliver to hold the child, then immediately bolted back to his vehicle and fled, leading police on a high-speed chase until he crashed at a dead end in Dekalb, Mississippi.

The chief said at a news conference that the girl was watching cartoons, drinking milk and coloring while she waited to be reunited with her father.

Police were called to the house on Sweetleaf Lane after Heidi's mother did not show up at a school to pick up her other children, he said.

Wilson said Evans will face state charges of kidnapping and that federal charges from the FBI and additional charges will be forthcoming.

The suspect in the kidnapping of a 4-year-old Lowcountry girl was arrested Wednesday night in Mississippi.
