Pena Nieto has flatly refused, and repeated his refusal when Trump pressed him during the call to stop saying that Mexico wouldn't pay.

"I see it as one of the few things of outcome that he can do that don't require security clearance", said Agustin Barrios Gomez, a former federal congressman and head of the working group on the future of U.S. -Mexico relations at the Mexican Council on Foreign Relations.

Mexican officials declined to comment on whether Trump and Pena Nieto will hold court in the future.

Kushner also is expected to meet with Foreign Minister Luis Videgaray, CNBC reported.

Mr. Kushner's meeting with President Enrique Peña Nieto was meant to soothe tensions.

Kushner's status as a top adviser to the president and his access to sensitive intelligence raised questions past year when it emerged that he had to amend his security clearance form several times, at one point to add more than 100 names to a list of his foreign contacts, since first applying.

Representatives of the two countries are working toward "agreements beneficial to both nations", according to a statement by the Mexican government - which added the sessions "will depend on the level of progress achieved" over issues like trade, security and immigration. It is not a solicitation to make any exchange in commodities, securities or other financial instruments.
