Tim Elfrink is an investigative reporter and the managing editor of Miami New Times. Images of a camel and a painted donkey were provided to CBS Miami.

The video shows the horse stride through the venue before it suddenly falls, then bucks and throws its rider - a woman dressed in lingerie - to the ground.

Based on the evidence collected, the City Manager has determined that this activity is an actual threat to the public health, welfare and safety pursuant to Section 10-9 of the City Code and constitutes Cruelty to Animals, as articulated in Section 10-19 (1) of the City Code.

"I was disgusted and offended that any legitimate business person would think this was an appropriate action to take", Morlaes said in the statement.

One woman posted at 2:53 a.m. Thursday and said she'd witnessed firsthand the horse freaking out.

CBS4 also received images from viewers that appear to show a camel and another horse inside the club on different occasions, the station reports. She noted that the distressed horse would have likely been put down - through no fault of its own - if it had kicked someone and injured them. Almost 3,000 people signed a petition for police to take action against the club.
