Court Rulings End GOP Efforts to Block Voting Map for Pennsylvania

The Supreme Court on Monday denied an emergency appeal by Pennsylvania Republicans to block the implementation of new congressional maps, a significant blow to the GOP that makes it far more likely that the new maps will be in place for the 2018 elections.

The court-ordered map will give Democrats opportunities for pick-ups in three seats ringing Philadelphia; one around Allentown being vacated by moderate GOP U.S. Rep. Charlie Dent, and the suburban Pittsburgh seat narrowly won by former federal prosecutor Conor Lamb (assuming that victory holds after an expected court challenge by Republicans).

On Monday, an appeals court and the Supreme Court both rejected emergency appeals by Republicans to issue an injunction against the new districts that were drawn after the Pennsylvania Supreme Court ruled that the maps now in use were illegally gerrymandered to favor Republicans. Even a modest gain of seats in Pennsylvania could be a significant factor in helping the Democrats regain control of the House of Representatives, if recent election results favorable to Democrats continue this fall. The Republican lawmakers urged the justices to step in, telling them (among other things) that the state supreme court had violated the Constitution's elections clause, which gives state legislatures the authority to regulate federal congressional elections.

"Nonetheless, we respect the decision of the U.S. Supreme Court and are prepared to move on to other issues of importance to the people of Pennsylvania".

The Supreme Court turned down a request from Republicans to block a revised congressional map of Pennsylvania after the previous one was struck down for unfairly benefiting the GOP.

In both cases, Republicans argued only lawmakers have the power to draw voting districts.

"This Middle District Court case was dismissed on the legal issue of standing, not on the facts of the case".

Republicans had hoped the application would postpone or prevent a new congressional district map from taking effect before Pennsylvania's primary election in May.

Hours after a panel of federal court judges declined to stop a state Supreme Court plan to redistrict the state's Congressional Districts on Monday, the U.S. Supreme Court declined to intercede as well. Pennsylvania is one of a handful of states with ongoing battles over how much partisanship and politics is too much partisanship and politics when it comes to redistricting.

For almost three weeks, the Supreme Court took no action on the final appeal from the Pennsylvania GOP.

The new map straightens numerous borders between districts and splits fewer counties.

Up until Monday afternoon, there was still a lot of uncertainty over whether the new map would stand. Currently, they need to take 24 seats from Republicans to win a majority in the US House. If you're in an optimistic mood, it might suggest that the Supreme Court is becoming less tolerant of blatant gerrymandering.
