Flash Flooding Rages Through Maryland Community

"We had a very, very heavy cell move over us, and it just unloaded and did not let up", he said.

Some residents told the Sun that the flood seemed to be more intense than the one that hit Ellicott City in July 2016, leaving two people dead and many downtown businesses destroyed. On Sunday, the community received almost 8 inches (20 centimeters) of rain over a 6-hour period, but most of it fell during an intense, 3-hour period, Muccilli said.

It is the same street devastated by flash flooding in July 2016.

Baltimore County fire department spokeswoman Elise Armacost told residents, "If you don't have to be outside, you shouldn't be, later adding, "You're much safer indoors".

Jeff Halveson, professor of meteorology at the University of Maryland at Baltimore County and a contributor to the Capital Weather Gang, said the storm pattern had essentially stalled over Ellicott City, the same phenomenon that caused massive flooding in the City of Frederick two weeks ago.

Mr Hogan warned people to take "extreme caution" and "avoid travelling if possible".

"Less than two years ago, the citizens of Howard County and Ellicott City went through a horrific ordeal, and sadly, they are facing a similar emergency today", said Governor Hogan in a statement.

The areas of Ellicott City and Catonsville, outside Baltimore, were experiencing "catastrophic flash flooding", with another forecasted surge of water "imminent", according to the National Weather Service. It prompted emergency rescues as the raging waters engulfed cars and rose above the first floor of some buildings.

Maryland Gov. Larry Hogan says he has signed an executive order declaring a state of emergency in response to severe flooding in Ellicott City and areas across the state.

It is believed multiple water rescues are underway.

With Ellicott City ravaged by floodwaters for the second time in since 2016, relief efforts are already underway for those businesses and residents affected.

Area emergency officials were responding to reports of a building collapse.

The fast moving waters also tore away portions of the street and many storefronts, leaving the quaint shopping district in a shambles. Hogan says he has directed the Maryland Emergency Management Agency to assist Ellicott City to recover.

A flash flood warning was issued by the National Weather Service on Sunday evening for Anne Arundel and Howard counties in central Maryland, which means "that flooding is imminent or occurring".
