Islamic Jihad had vowed revenge in response to Israeli tank shelling that killed of three of its men on Sunday after explosives were planted along the Gaza frontier fence.

One mortar shell exploded near a kindergarten building, a military spokesman said, causing damage to the structure. No children were present at the time.

Danny Danon, Israel's permanent representative to the United Nations, blasted the proposed resolution calling it "shameful" and crafted to help Gaza's rulers Hamas.

The UN Security Council will meet on Wednesday to discuss the tensions, at the request of the United States which wants the top UN body to strongly condemn the attacks on Israel. Peace talks between Israel and the Palestinians have been stalled for several years and Israeli settlements in the occupied territories have expanded.

Shortly after he spoke, Israel's military began carrying out air strikes in Gaza. But after Hamas wrested power over the strip more than a decade ago, Israel imposed a land and sea blockade on the enclave.

Most of the rockets and mortars were intercepted by Israel's Iron Dome aerial defense system.

Israel said some 70 rockets and mortar bombs were fired from Gaza at its southland.

It said other targets included "sheds of drones", a rocket manufacturing workshop, naval weaponry, military and training facilities and a munitions manufacturing site.

Commenting on the projectiles fired towards Israel earlier in the day, she said: "a disaster could have happened that led to war".

"This latest escalation was actually initiated by the Islamic Jihad and not Hamas, partly because there has been progress in reaching an understanding between Hamas and Israel", said Kobi Michael, a senior researcher at Israel's Institute for National Security Studies and former deputy director general at Israel's Ministry of Strategic Affairs.

Hamas, the Islamist movement that runs the Gaza Strip, said in a statement "what the resistance carried out this morning comes within the framework of the natural right to defend our people".

Israeli forces killed at least 116 Palestinians and wounded thousands including women and unarmed demonstrators in the protests, drawing foreign censure of Israel's deadly tactics. But the protests appear to be fuelled primarily by a desire to ease the blockade.

Hamas is attempting to "turn the border into an active combat zone", Conricus told reporters.

More than two million Palestinians are packed into the Gaza Strip, a narrow coastal enclave.

Low level demonstrations and clashes have continued ever since.
