China delivers warning to US on tariffs

Commerce Secretary To Press China To Buy As Allies Seethe Over Tariffs

The discussion was wrapped up after China refused to buy more American goods without a written compromise of not issuing any further tariffs on Chinese exports by Trump administration.

But China said any agreements with Washington in their talks on settling a sprawling trade dispute "will not take effect" if threatened USA sanctions including tariff increases go ahead.

Reuters reported last Sunday that Qualcomm was expecting to meet this week in Beijing with China's antitrust regulators in a final push to secure clearance for the deal, but that meeting never materialised and the San Diego-based firm is now waiting to see the outcome of the Ross talks before officials travel to China, a person familiar with the matter said on Saturday.

"If the U.S. introduces commerce sanctions together with a tariff improve, all of the financial and commerce achievements negotiated by the 2 events is not going to take impact", stated a Chinese language authorities assertion, carried by the official Xinhua Information Company. The Chinese trade surplus reached $375 billion previous year.

The White House announced days before Ross' arrival that it would impose 25% tariffs on USD50 billion worth of Chinese imports despite having previously agreed to put the tariffs on hold. But the fundamental issue is that the U.S. wants to curtail Made in China 2025.

On Monday the US President issued a series of tweets defending his stance, insisting the US could only win and promising to bring down barriers for US farmers and businesses.

The American Embassy in Beijing did not immediately respond to a request for comment. Trump has demanded that China take steps to reduce the gap by $200 billion annually by 2020.

Tensions eased after China promised on May 19 to "significantly increase" purchases of farm goods, energy and other products and services following the last round of talks in Washington.

Earlier, Mnuchin had pointed to a rocky road ahead for the USA, which is now embroiled in trade disputes on two fronts, after talking about Washington's China policy.

While U.S. officials have sent conflicting signals during the dispute with China, one person familiar with planning for Ross' visit said his aim was to keep dialogue going.

After the apparent cease-fire, global financial markets rallied in relief.

Last week, the Trump administration then announced it would roll out duties on Chinese imports worth $50 billion, mainly from the technology sector.

Tariffs fell out of favor as global trade expanded after World War II.

Ross was to have a dinner meeting Saturday evening with Vice Premier Liu He at the Diaoyutai State Guesthouse in Beijing. The U.S. tariff rate for the umbrellas is 6.5 percent for umbrellas.

China's attitude towards imports has been consistent: It is willing to increase imports from all countries, including the United States, according to Xinhua.

The Trump administration also said it would impose curbs on Chinese investment and purchases of USA technology, as well as visas for Chinese students. Say an American retailer buys 100 garden umbrellas from China for $5 apiece, or $500. Oddly, there was no mention of either the looming tariffs or the stated rationale behind them - other than a brief reference to "President Donald J. Trump's clear goal for achieving a fair trading relationship with China". Each statement was met with either retaliatory or conciliatory remarks from Beijing.

Chinese state media have glossed over why the US sales ban was imposed: ZTE's ties to North Korea and Iran.

Trump is set to meet the leaders of the six countries in person at a G7 summit later this week. But though the Bureau of Industry and Security, a law enforcement agency, is legally part of the Commerce Department, it has considerable autonomy.

At a heated meeting in the Canadian ski resort of Whistler, the European Union and Canada threatened to retaliate against tariffs of 25% on steel and 10% on aluminium, whose implementation Mr Ross announced on Thursday.

China's Xinhua piece follows a USA statement saying that tariffs on China are still very much on the table, and further trade measures could be imposed if China doesn't begin to deliver concrete promises to the United States at the negotiating table.

Meanwhile, negotiations with Canada and Mexico regarding the North American Free Trade Agreement are turning toxic as those countries weigh retaliation against Washington for the new steel and aluminium tariffs.

Bruno Le Maire, France's finance and economy minister, also called the USA tariffs unjustified.
