US Defense Secretary James Mattis has accused China of "intimidation and coercion" in the South China Sea, taking a tough stance on Beijing at a security summit in Singapore.

South Korean Defence Minister Song Young-moo also told the Shangri-La Dialogue security summit that U.S. forces in South Korea was a "separate issue from North Korea's nuclear issue". "There are consequences that will continue to come home to roost with China, if they do not find the way to work more collaboratively with all of the nations who have interest".

The militaries of both China and the U.S. should adhere to the principles of non-conflict, non-confrontation, mutual respect and win-win cooperation, as well as promote the development of ties between both nations, a senior Chinese military official said here on Saturday.

The Shangri-La Dialogue 2018, or 17th Asia Security Summit, was launched in 2002 by the International Institute for Strategic Studies, a British think tank, and the Singaporean government.

China has also landed heavy bombers on Woody Island in the Paracel Islands.

Mattis said on Tuesday the United States would push back against what it sees as China's militarisation of islands in the South China Sea despite China's condemnation of a voyage through the region on the weekend by two ships.

A Penatagon statement had said it had "strong evidence" that China has deployed anti-ship missiles, surface-to-air missile systems and electronic jammers to the Spratly Island region of the South China Sea.

Questioned during the Shangri-La Dialogue security conference over whether it was too late to stop China, Mattis said: "Eventually these (actions) do not pay off".

United States assertions that China is militarising the are "ridiculous", China said on Thursday, after Secretary said Washington would confront China's actions in the disputed waterways.

But he says the US welcomes cooperation with China wherever possible, and says he accepted Beijing's invitation to visit there soon. Singapore has warned previously that countries should not be squeezed by competition between the US and a rising China, or forced to take sides.

China asserts ownership and control over more than 80 percent of the South China Sea, a US$5 trillion-a-year shipping route where five others including the Philippines and Vietnam have disputed territorial claims. Neighboring nations fear China will use the facilities to reach further militarily and potentially restrict navigation.

But the message of inclusivity, cooperation and working with allies might be a tougher sell for Mattis, who is generally popular on the global scene, after his boss this week imposed metals tariffs on some of America's closest allies in the name of "national security".

"I think it goes to a fundamental disconnect between the way the worldwide tribunals have looked at these waters - these waters look to us as free and open waters", said Mattis, addressing last week's freedom of navigation operation directly.

Mattis' remarks follow a rocky past few weeks in US-China relations as the administration of US President Donald Trump seeks to balance cooperation with China on issues like North Korea with dealing with Beijing's activities in the disputed sea. "We see it as affirmation of the rules-based worldwide order".

The remarks reflect concern that smaller states, including open economies like Singapore, risk being caught in the wash of the USA trade actions.
