Comey 'deviated' from standard procedure in Clinton probe, report finds; Trump responds

A new inspector general's report repeatedly criticized FBI agent Peter Strzok for his biased handling of the Hillary Clinton email and Russian Federation collusion investigations, and for using personal tech devices to handle FBI business.

COMEY ACTION: In fall 2016, FBI investigators found new Clinton emails on the laptop of disgraced former Rep. Anthony Weiner.

The report also expresses concern that the political biases of the agents involved - specifically, Peter Strzok and Lisa Page - may have affected the decision to do nothing about Weiner's laptop. "No he won't. We'll stop it".

Strzok and Page exchanged a series of text messages on July 26, 2016, while they appeared to be watching television coverage of the Democratic National Convention. Mr Mueller removed Strzok from his team after Horowitz disclosed the texts to him.

The Justice Department watchdog report by Inspector General Michael Horowitz said the FBI's decision not to prosecute Clinton in the case was "consistent with the department's historical approach in prior cases under different leadership", the source said. Horowitz concluded that their conduct cast a "cloud" over the investigation and that it was "antithetical to the core values of the FBI and the Department of Justice". "The report does identify errors of judgment, violations of or even disregard for policy, and decisions that at the very least - with the benefit of hindsight - were not the best choices", Wray said. It would then be up to prosecutors to decide whether to bring criminal charges.

A document listing preliminary conclusions was obtained by The Associated Press ahead of a separate report from the Justice Department's internal watchdog.

Congressional Republicans briefed on the report argued it condemned Comey.

The exchange references former FBI Director James Comey's decision to reopen the Clinton email probe days before the election, only to close it again.

Comey is not the only high-profile Obama administration official whose actions are expected to draw criticism Thursday.

The report also conclusively shows an alarming and destructive level of animus displayed by top officials at the Federal Bureau of Investigation.

A highly anticipated US Department of Justice report accuses ex-FBI director James Comey of being "insubordinate", but not politically biased.

How will President Trump react?

"What is taking so long with the Inspector General's Report on Crooked Hillary and Slippery James Comey". Trump has repeatedly cited the contributions in denouncing McCabe.

The inspector general's detailed report, set for release Thursday afternoon, represents the culmination of an 18-month review of one of the most consequential FBI investigations in recent history.

The communications show favoritism towards Hillary in the agents' personal views, but also in how various aspects of the investigation should be conducted. They asked Horowitz to provide them with his original drafts. He added that "no changes are made to the OIG's report on account of these briefings". "Thanks to IG's people for hard work". A Donald Trump presidency from occurring.

In an op ed for The New York Times, Comey wrote that the report "also resoundingly demonstrates that there was no prosecutable case against Mrs. Clinton, as we had concluded". Cases that end without charges are rarely discussed publicly.

Overseen by Mueller, the probe is examining whether members of the Trump campaign colluded with Moscow to tilt the 2016 election in his favor.
